ACMAD AT COP 30

ACMAD will participate in COP29 as an Intergovernmental Organization, providing climate information and trend analysis over Africa to support African negotiators. As a leader in climate action, ACMAD remains committed to building strong partnerships that serve its member states in enhancing resilience to disasters and adapting to climate change. These efforts align with the African Union’s Agenda 2063, particularly under the theme “The Africa We Want.”

ABOUT COP 30:

The 2024 Baku Conference on Climate Change, also known as COP29, is an international event organized by the United Nations. It will take place from November 11 to 22, 2024, in Baku, Azerbaijan, a nation with an economy heavily reliant on oil and gas exports, similar to the United Arab Emirates, which hosted COP28 the previous year. COP29 marks the 29th meeting of the Conference of the Parties (COP), bringing together countries that are signatories to the United Nations Framework Convention on Climate Change (UNFCCC).

OBJECTIVES:

  • Advance Climate Finance Commitments: COP30 aims to scale up climate finance, particularly for developing countries. A central priority is progressing the “Baku to Belém Roadmap” to mobilize at least $1.3 trillion annually by 2035 for climate action.
  • Strengthen Adaptation and Resilience: The conference seeks to move from adaptation planning to tangible implementation. A key objective is to finalize and adopt a set of indicators to measure progress toward the Global Goal on Adaptation (GGA), providing a clear framework for tracking resilience-building efforts.
  • Prioritize Forest Protection and Biodiversity: Held in the “gateway to the Amazon,” a major objective is to emphasize nature-based solutions. This includes launching initiatives like the Brazil-led Tropical Forests Forever Facility (TFFF), a performance-based fund to reward tropical nations for forest conservation.
  • Ensure a Just Transition: The conference aims to advance the Just Transition Work Programme, ensuring that the shift away from fossil fuels is fair and inclusive for workers and vulnerable communities.
  • Focus on Implementation: The Brazilian presidency has framed COP30 as the “COP of implementation,” urging that past pledges be translated into concrete, on-the-ground actions

EXPECTED OUTCOMES:

 
  • A “Global Roadmap for Accelerated Implementation”: A key outcome is expected to  be an agreed-upon roadmap that identifies specific pathways and policies needed to achieve the Paris Agreement goals and close the existing gaps in ambition.
  • Increased NDC Submissions: A significant number of countries, including major emitters, are expected to submit their updated NDCs during or just before the conference.
  • Operationalized Loss and Damage Fund: The Fund for Responding to Loss and Damage is expected to move from design to operational delivery, with its first call for funding requests launched to support communities most affected by climate impacts.
  • New Financial Pledges: New financial commitments from developed countries are anticipated, both for the general climate finance goal and specific initiatives like the TFFF.
  • Agreements on Carbon Market Rules: Negotiators are expected to finalize the technical rules for a UN-backed global carbon market under Article 6.4 of the Paris Agreement.
  • Enhanced Inclusion and Transparency: Brazil’s presidency has introduced mechanisms to broaden social and Indigenous participation, with expected outcomes including a greater voice for local communities in climate governance and action plans.
