COMPUTING AND TELECOMUNICATION DEPARTMENT

RESPONSABILITIES AND DUTIES

Under the direct supervision of the Directorate General, the computing and telecommunication department is responsible for the efficient functioning of  ACMAD infrastructure for observation, telecommunication, data management, computing and information system, access to energy and other commodities supporting implementation of the centre’s day to day activities.It ensures that the other departments, the services and executive management carry out their work effectively and efficiently. The primary functions of this department are to design, install, maintain, update, and upgrade all infrastructure of the centre. In particular, the department will perform the following duties:

DELIVERABLES

  • Reports on ACMAD infrastructure design, development, installation, maintenance, repair and upgrades
  • Reports on administration and maintenance of energy systems, computing, web platforms, data reception/processing/dissemination stations infrastructure
  • Web , data and application servers or portals
  • Sections in status reports on operations of infrastructure for service delivery
  • Weekly, monthly , quarterly, annual and biannual reports as required
  • Tables of on the job , workshops and fora trained experts for NMHSs and other partners
  • Staff performance reports
  • Operational procedures and/or instruction  manuals for the department
  • Fora, workshops, conferences seminars reports, mission report on infrastructure
  • Plans, projects reports, work plans and budgets, activity/resources schedules

 COMPUTING DIVISION

RESPONSABILITIES AND DUTIES

Under the direct supervision of the computing and telecommunication department, the computing division is responsible for the efficient functioning of ACMAD computing infrastructure supporting  data collection, exchange, processing and management, Tsi infrastructure include in particular computers, power systems, offices and buildings, wires, antenna.The primary functions of this division are to design, install, maintain, update, and upgrade all computing related infrastructure of the centre.In particular, the division will perform the following duties:

  • Install, administer and maintain computer networks and data receiving stations ;
  • Install, maintain, upgrade and operate data, servers, communication network and storage devices
  • Install and maintain power systems ;
  • Maintain, refurbish offices, buildings
  • Administer and maintain computer and other equipments
  • Write and facilitate the use of scripts, codes, packages or other applications for automatic access to datasets, processing, product generation and service delivery via EUMETCAST, GEONETCAST, DBnet/RARS, web portal and other channels
  • Liaise with country experts to install and maintain computing hardware and software in countries and regions;
  • Administer and maintain station, model and remote sensing data servers and related applications software;
  • Provide operating procedures and/or user manuals for systems and application software;
  • Prepare purchase requisitions for computer;
  • implement internships, fellowships, on the job training, secondmends and other capacity development activities for NMHSs and relevant stakeholders
  • Pursue and support multistakeholders partnerships and collaboration required for computing performance upgrade;
  • Carry out other relevant duties as required.

TELECOMMUNICATION DIVISION

RESPONSABILITIES AND DUTIES

Under the direct supervision of the IT and Telecommunications Department, the Telecommunications Division is responsible for the efficient operation of ACMAD’s telecommunications infrastructure which supports data exchange. This infrastructure includes telephone lines, ACMAD network wires, data reception stations from geostationary and polar orbiting satellites. The main functions of this division are to design, install, maintain, monitor, update and improve all Internet connections and networks, EUMETCAST,GEONETCAST, WIS and other telecommunications networks for the data exchange. In particular, the division will perform the following duties:

  • Review and evaluate requests for telecommunication system modifications ( cables, switching systems, antenna, dishes)
  • Prepare system activity and performance reports
  • Keep abreast of changes in industry practices and emerging telecommunications technology by reviewing current literature, talking with colleagues, participating in educational programs, attending meetings or workshops, or participating in professional organizations or conferences.
  • Develop, maintain, or implement telecommunications disaster recovery plans to ensure business continuity;
  • Test and evaluate hardware and software to determine efficiency, reliability, or compatibility with existing systems;
  • Provide user support by diagnosing network and device problems and implementing technical or procedural solutions.
  • Prepare purchase requisitions for computer hardware and software, networking and telecommunications equipment, test equipment, cabling, or tools;
  • Use computer-aided design (CAD) software to prepare or evaluate network diagrams, floor plans, or site configurations for existing facilities, renovations, or new systems;
  • Order or maintain inventory of telecommunications equipment, including telephone sets, headsets, cellular phones, switches, trunks, printed circuit boards, network routers, and cabling;
  • Monitor and analyze system performance, such as network traffic, security, and capacity;
  • Manage user access to systems and equipment through account management and password administration;
  • Instruct in use of voice and data communications systems, such as voicemail and videoconferencing systems;
  • Inspect sites to determine physical configuration, such as device locations and conduit pathways;
  • Implement system renovation projects in collaboration with technical staff, engineering consultants, installers, and vendors;
  • Implement or perform preventive maintenance, backup, or recovery procedures;
  • Implement controls to provide security for operating systems, software, and data;
  • Document user support activity, such as system problems, corrective actions, resolution status, and completed equipment installation;
  • Document technical specifications and operating standards for telecommunications equipment. ;
  • Document procedures for hardware and software installation and use;
  • Work with personnel and facilities management staff to install, remove, or relocate user connectivity equipment and devices;
  • Consult with users, administrators, and engineers to identify business and technical requirements for proposed system modifications or technology purchases;
  • Assess existing facilities’ needs for new or modified telecommunications systems;
  • Communicate with telecommunications vendors to obtain pricing and technical specifications for available hardware, software, or services;
  • Install, or coordinate installation of, new or modified hardware, software, or programming modules of telecommunications systems;
  • upgrade and operate wires, cables, switching systems and related software;
  • Write and facilitate the use of scripts, codes, packages or other applications for automatic access , collection, transmission of data and products ;
  • Maintain, repair and upgrade EUMETCAST, GEONETCAST, DBnet/RARS, web portal and other telecommunication channels made available;
  • Liaise with country experts to install and maintain telecommunication hardware and software in countries and regions;
  • implement internships, fellowships, on the job training, secondments and other capacity development activities for NMHSs and relevant stakeholders;

INFORMTION SYSTEM DIVISION

RESPONSABILITIES AND DUTIES

Under the direct supervision of the computing and telecommunication department, the information system division is responsible for the efficient running of ACMAD with good communication and exchange of information, easy record-keeping, data analysis, decision making, service delivery and action to gain completive edge. The primary functions of this division are to design, install, maintain, monitor, update, and upgrade information system between information provider and its seeker that ensures intermediation, externalization, internalization and cognition. In particular, the division will perform the following duties:

  • Design, develop, install and manage the information networks;
  • Develop , install, maintain and upgrade relevant software;
  • administer data, applications and web servers and their integration;
  • Design report options and/or data extracts for use by other staff or stakeholder  for the purpose of providing information customized to meet specific needs;
  • Develop user materials (e.g. FAQ , training support handouts, code lists, field definitions, etc.) for the purpose of providing instruction and reference to facilitate intermediation,internalization or externalization of information;
  • Facilitate meetings and workshops to communicate information system capabilities and use;
  • Oversees the integration of ACMAD information/knowledge system with other systems (e.g. merging data from other sources, adding data fields, populating other databases, etc.) for the purpose of maximizing the efficiency of the data flow and decreasing redundancy of data collection activities;
  • Develop data management plans and activities with personnel of departments and services to avoid duplication of efforts, sharing information, and maximizing system efficiency;
  • Prepare purchase requisition for information system infrastructure;
  • Performs system administration functions for the purpose of controlling systems and attaining maximum utilization and efficiency;
  • Performs routine and special updates to data, application software and web servers
  • Supervises assigned personnel for the purpose of maximizing the efficiency of the work force; meeting legal requirements and objectives; and ensuring the provision of excellent stakeholder service.
